The author of the scathing Winnipeg real estate audit is defending the review in front of city council.

EY, formerly known as Ernst and Young, says it found non-compliance with city policy and a lack of proper appraisals may have impacted the value for money on several land deals and projects.

It also said key details of some of the transactions were kept from council.

The mayor and some others were critical of the audit, saying the city's former CAO and developer Shindico were not interviewed.

EY says it fulfilled the mandate set by council by relying on facts and files in the city's possession.

It says it would not rely on third parties like a developer or a former city employee to conduct the audit.
