The Canadian Transport Agency has ruled that NewLeaf Travel can operate without an air licence, so long as it does not fly any air craft.

The CTA said companies like NewLeaf Travel that buy and resell airline seats are considered resellers, and do not need an air license.

Resellers must clearly identify themselves, and disclose from which licensed airline they purchase their tickets.

The decision comes after public consultations in December and January.

NewLeaf Travel launched early January, but quickly postponed all flights because it did not have an air licence.

The discount travel company plans to offer flights out of Manitoba, Saskatchewan, Ontario, B.C. and Nova Scotia. It said tickets will cost between $89 and $149 and include all airline fees and taxes.

NewLeaf Travel has an agreement with Kelowna company, Flair Airlines. Flair is a fully licensed airline.
