The mayor and his executive policy committee have passed the 2015 budget.
That means summer and fall street sweeping will be cut back, and hours at under-utilized indoor pools will be reduced.
Mayor Brian Bowman said there is no point paying a lifeguard at times when no one is swimming.
The budget also contains a property tax hike of 2.3 per cent and a modest frontage levy increase. Most of those hikes will go towards crumbling roads.
Final approval for the budget is required by full council next week.
