The city says it's not viable to clear back lane windrows left behind by city plows.

Last winter, many people complained and had difficultly clearing away dense snow from their back lanes which blocked garages.

Public Works Director Brad Sacher said the city studied the issue, but found the city doesn't have the right equipment and it's too expensive.

The city said there are almost 900 kilometres of back lanes. It said it couldn't use Bobcats without causing some damage to people's garages in snowy conditions, which would generate too many insurance claims.

The city also looked at technology to haul the snow away, but said it would cost the city $6,500 per kilometre. Right now, the city spends $250 per kilometre to clear snow from back lanes.

Barb McManus, who had high windrows last winter, said people would be disappointed with the report's findings. She would like the city to find another solution.

The city said it hopes to find one.

In the meantime, it said if residents have a problem, they should call 311.
