Winnipeg's Finance committee received an unexpected bill from a little known, decades old, housing agreement.

A late added report to the committee included a $638,000 cost overrun for two social housing projects.

The bill is related to a deal signed between the city and the other levels of government in the 1960s.

The report says the city agreed to help subsidize the project's operating costs.

It's unclear why the housing initiatives are swimming in red ink.
