In a joint submission with a City of Winnipeg, prosecutor, Royce Rostecki, a director of Speedway International, has pleaded guilty to six charges related to a fire and explosion at the St. Boniface business in October of 2012.

Lawyer Gord Steeves requested his client pay a $4,800 fine and $25,000 in restitution to the City of Winnipeg for firefighting costs.

The charges Rostecki pleaded guilty to relate to an expired occupancy permit for the facility that covered changes to and expansion of the plant that manufactured biofuel, fencing at the site and storage of hazardous materials.

In his decision, the judge said he accepted the recommendations, saying both sides had made some concessions in order to reach the joint plea submission.

Rostecki has until Jan. 31, 2016 to pay the fines and restitution.
