Friends of Upper Fort Garry will be allowed to run a temporary service parking lot on its site.
The city's administration rejected the proposal, saying the lot could have an adverse effect on the area and impact safety.
But the downtown development committee reversed the decision, paving way for the two-year lot, pending some upgrades.
Project head Jerry Gray said the lot is a much-needed revenue generator for the park and interactive centre planned for the historic location.
