A comprehensive bylaw set to go before city council would have fined anyone singing on a bus $100, but officials are now overhauling the proposed measures.

The proposed law had drawn outrage from several riders on social media.

Earlier Thursday, councillors Brian Mayes and Paula Havixbeck said they would propose changes to the bylaw so people can still sing as long as it doesn't disrupt other riders or the driver.

Havixbeck said the intent of the new rules is to prevent disruptive and dangerous behaviour on the city's transit system.

Thursday afternoon, the city also sent out a news release, saying amendments are under development for the proposed bylaw.

Dave Wardrop, director of Winnipeg Transit, said in a statement the goal of the proposed bylaw is to improve safety and security and have a mechanism in place to manage disruptive behaviour.

“With some revised wording, we expect that the purpose of the proposed By-law will be clearer that the intent is not to limit freedom of expression," said Wardrop.

"If a Transit user is singing in a manner that is not disturbing fellow passengers or the Transit operator, there is no issue,” Wardrop said.
