Construction of the Plessis underpass has a nearby neighbourhood shaking.

Marcia Giasson said she can't escape it in her home on Paul Martin Drive in Transcona.

“To be in your home on a weekend and have it shake and vibrate every two minutes for five minutes at a time, it's just not relaxing,” said Giasson.

The loud sounds and vibrations were so unbearable for her pets, she had to take them to her parent’s house.

Now, she worries about effects on her home.

“What's going to be happening with our foundation and our walls, and how is the city going to be helping us if there are any issues?” asked Giasson.

Her neighbor, Zeljko Cupic, said he already has issues.

“Outside, stucco is falling off. Inside, we already have five to six cracks in our house,” said Cupic.

He wants someone from the city to come assess the damages.

“We called 311 and they just give you a reference number,“ he said.

When he contacted his councilor’s office, staff told him to document everything himself.

Cupic hopes it will lead to compensation.

Giasson also contacted her councilor and 311.

Though she hasn't noticed any cracks, she worries what's hiding behind the walls.

“Our basement's all finished so we won't be able to see anything until... we might have a huge water issue this spring. Hopefully not, but you don't know, “she said.

Giasson says open houses on the project didn't explain the full extent of the construction's effects on their neighbourhood.

A city spokesperson says they encourage people to submit a claim through 311 if they believe that the city may in some way be responsible for their damages.

Then, an investigation is conducted, which, according to the city spokesperson, is complicated and takes time before arriving at a decision.

The city couldn't give CTV the number of claims it's received regarding the project so far, saying that's confidential, but says 311 has received 29 calls about the Plessis underpass project this year.

Construction on the project started this summer and is expected to end in September 2015.
