The man who beheaded Tim McLean on a Greyhound bus could soon live in Winnipeg and walk free in the community.

Doctors are recommending Vince Li have unescorted access in the city while living at a group home.

The Manitoba Criminal Code Review Board has heard Li is a very low risk to reoffend.

Li, who resides at the Selkirk Mental Health Centre, has been granted unescorted passes in Selkirk.

He was found not criminally responsible for killing Tim McLean in 2008.

Li entered the hearing Monday unshackled, sitting and listening quietly while his case was discussed.

Some of McLean’s family attended Monday's hearing.

They feel they don't have a voice in any of this and feel that Li should never be allowed back into the community.

Chris Summerville from the Manitoba Schizophrenia Society said he met recently with Li.

"I saw him a month ago. You know what - he appears as normal as the rest of most people in daily life. I mean he's not a monster,” said Summerville.
