A legal wrangle continues today in Winnipeg today over whether the media can identify social workers involved in the case of a five-year-old who died after prolonged abuse.

Phoenix Sinclair was abused and died in her home in 2005 after child welfare workers took her out of foster care and handed her back to her mother.

Child welfare agencies and the social workers' union are asking for a publication ban on the identities of workers who will testify at an upcoming public inquiry.

But a lawyer for several media outlets says workers involved in the life and death of the little girl cannot be allowed to hide their identities

Jonathan Kroft suggests a publication ban would allow what he calls an "unaccountable group of anonymous civil servants" to avoid scrutiny.

The commissioner heading the inquiry, Ted Hughes, will deliver his decision on the ban next Thursday.
