High risk sex offender back on street

Police are warning the public that a convicted sex offender will be released from Stony Mountain Institution Wednesday.

Forty-nine-year-old Todd Anthony Kelly has a history of sexual offences against adolescent females.

Officers say Kelly is expected to take up residence in Winnipeg.

Though Kelly has participated in some sex offender treatment programs while in prison, he is still considered at high risk to re-offend, said police. 

Officers also said any form of vigilante activity directed at Kelly will not be tolerated.
