Good news for people living near a river in Manitoba.

The province said the second flood outlook predicts the potential for flooding is near normal in most areas.

The major exception is in The Pas where above-average soil conditions and winter precipitation have resulted in the possibility of local flooding.

While the outlook is mainly favourable, officials caution a delayed thaw and potential spring rainstorms could result in a rapid snow melt causing more overland flooding.

The province began its flood preparations along the Red River north of Winnipeg earlier this year.

So far, the amphibex fleet has broken a 28-kilometre wide channel down the centre of the Red River.

Officials in The Pas issued a statement Monday, saying residents along an entire block have been without water since Feb. 17 with high amounts of water breaks and water line freeze-ups in the town. The Pas has sent a letter to Premier Greg  Selinger asking for the province's help in the town's application for disaster financial assistance.
