The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is warning the public to be aware of the release of 43-year-old Kenneth Erdley Ross.

Ross will be released from Stony Mountain Institution on Friday, February 20, 2009 after serving a 4 1/2 year sentence for Aggravated Assault and Drug Trafficking.

Upon release, Ross is expected to take up residence in Winnipeg.

Ross has a lengthy history of violent criminal offences that includes Assault, Aggravated Sexual Assault and Aggravated Assault.

Ross has refused to participate in any form of treatment while incarcerated and is considered a high risk violent offender.

Although physical violence is the primary characteristic of his offences, there may also be a high risk sexual component in some circumstances.

He has been convicted of one previous violent sexual assault for which he refused any sex offender treatment and has shown no remorse whatever.

He has also admitted to having rape fantasies which heightens concerns in this area. He is volatile and unpredictable. All persons are at risk.

Ross is described as 5'11" tall and about 165 pounds.

Ross has a long history of violent sexual behaviour.

One of the most notable of these occurred on January 15, 1987. Ross invited a 20-year-old male acquaintance to his apartment. Once there, Ross bound the victim's hands behind his back with electrical tape. He removed the victim's pants as well as his own and proceeded to engage in a sexual act with the victim.

Following the sex act, Ross used a knife to slash the victim several times in the neck area. He then poured powdered laundry detergent into the slash wounds. Ross was sentenced to five years for this offence.

Several convictions for other violent offences have followed.

Ross' most recent conviction is for an Aggravated Assault that occurred on September 27, 2003.

An individual asked Ross to assist in administering a beating to a person who was unknown to Ross. Ross agreed. The two of them went to the victim's residence, kicked in the door, approached the victim and began punching and kicking him. This beating resulted in serious injuries to the victim. Ross entered a guilty plea to Aggravated Assault for his role in the incident.

On June 23, 2005, Ross was sentenced to two years six months for this offence. This sentence was to run consecutively to a two year sentence that was imposed on an earlier date for a drug trafficking offence.
