Police have arrested two people in connection with a fatal shooting outside a Winnipeg bar over the weekend.
Rustom Vito Paclipan, 23, died after being shot outside of Opera Ultra Lounge on Main Street, near Bannatyne Avenue. Two others were injured.
Marcus James Richard, 21, has been charged with first-degree murder. He was picked up by police in Sudbury, Ont.
A 16-year-old boy was arrested in Winnipeg and charged with manslaughter.
While police would not say if the victim was targeted, they point out a suspect faces a first-degree murder charge.
“These weren't just individuals who happened to be walking down the street in that area,” said Det. Sgt. Natalie Aitken from Winnipeg police.
It’s alleged the teenage suspect brought the gun to the scene.
“We know that there was no firearm located within the nightclub in that establishment at that time, and we do believe and know that a firearm was brought to the scene,” said Aitken.
On Tuesday, police launched an internal investigation as to why an original 911 call from the club was cancelled, prior to the shooting.
Emergency crews responded after a second call came in about shots fired at the scene.
“If you call the 911 centre, we will respond. That's why I'm taking the step of ordering this investigation to find out what happened in this particular incident," said Devon Clunis, Winnipeg’s police chief, on Tuesday.
Both suspects have gang ties, said police. Richard was recently charged with drug trafficking offences.
