Winnipeg's first mayoral candidate may have broken election rules.
The city clerks' office confirms it is looking into Gord Steeves' event Monday where he announced his run for mayor.
Steeves made his announcement in a rented hall and had signs, t- shirts and a website made for the event.
City rules say candidates can't raise or spend money before they register next year.
Violators can be fined as high as $5,000.
Steeves told CTV News you can't announce your candidacy without spending some money.
He said if he's broken the rules, they are outdated.
