The city is collecting more in growth fees in year one than expected.
As of the end of August, growth fees, also known as impact fees, have generated $1.4 million.
The original budget estimate was $1 million.
The levy is tacked on to new houses in expanding suburbs.
A working group with the building industry is set to determine how the funds are spent.
But the group has yet to be formed because of a legal challenge by the industry opposing the fee.
