Winnipeg city council has passed a pet bylaw Wednesday by a vote of 12-4.

Animal welfare dominated much of the last Winnipeg city council meeting of the summer on July 17.

The law will require pet owners license their cats.

The licence will be $15, but jumps to $50 if a cat isn't spayed or neutered. A chunk of the funds raised will go towards spay or neuter programs.

Delegations spoke out against other aspects of the bylaw including banning circus animals and restricting backyard chickens.

As well, several other motions were tabled by councillors.

Coun. Dan Vandal (St. Boniface) wants large truck traffic, which is not servicing businesses on Provencher, diverted away from the St Boniface route. City staff will study the idea and report back in the fall.

Coun. Paula Havixbeck (Charleswood – Tuxedo) is calling for free secure parking for police officers at the new downtown station.

Coun. Jenny Gerbasi (Fort Rouge - East Fort Garry) said the Spirit Bus should be re-routed to a large grocery store for Downtown patrons until a major chain opens up in the area.

Council will not sit again until September.
