This election will usher in a new MP for Kildonan–St.Paul, a riding steeped in Manitoban history and influenced by industry and urban development. Since 2006, the riding has been held by Conservative Joy Smith; however, the incumbent is not running in this election.

Last Election

Conservative Joy Smith won her third consecutive seat in the riding, beating out New Democrat Rachelle Devine by nearly 11,000 votes.

Smith is not running in this election.

History

  • Riding dates back to when boundary included Selkirk.
  • Howard Pawley, former premier of Manitoba from 1981-1988, ran federally in the newly-formed riding after losing as premier.
  • Pawley lost to Progressive Conservative David Bjornson.
  • In 1993, in the new riding of Selkirk–Red River, Liberal Ron Fewchuk defeated New Democrat Jason Schreyer; son of former premier, Ed Schreyer.
  • In 1996, Winnipeg–North St. Paul emerged and was won in 1997 by Liberal Rey Pagtakhan.
  • Pagtakhan was in the cabinets of Jean Chretien and Paul Martin as Minister of Veterans affairs, and of Western Economic Diversification. He retired in 2004.
  • The riding was renamed Kildonan–St. Paul, and went to Tory Joy Smith. She won again in 2006, 2008 and 2011.

Boundaries

  • Southern part of the riding includes the northeast Kildonan section of Winnipeg; northern part has St. Paul divided by the north-south Red River into the industrial west and the urban east.
  • Kildonan was part of the original 1817 Red River Settlement.
  • Has middle and upper-middle income housing in Margaret Park, Garden City, Seven Oaks, North Kildonan and River East.
  • There is higher-income near Kildonan Park and Rainbow Stage.
  • Middlechurch and Rivercrest in Kildonan on the west bank of the Red River are middle and upper-middle income.
