Winnipeg police are investigating and a review has also been launched at the Winnipeg Remand Centre after allegations of inmate abuse surfaced recently.
Provincial officials said senior managers at the centre got reports that an inmate had been seriously mistreated by guards a few weeks ago.
A follow-up investigation found the allegations were founded, officials said.
Disciplinary action has been taken against the staff involved, and Winnipeg police are now investigating the matter.
Since the initial complain, other instances of inmate mistreatment have been uncovered at the centre, a provincial official said. Those are now also being investigated.
The Correctional Service of Canada is now poised to conduct a broader review into the centre’s operations.
"We believe strongly that WRC staff are committed to performing their duties in an appropriate and professional manner, and that the actions of a few do not and should not reflect negatively on the values and ethics of our staff generally,” said a statement from Justice Minister Andrew Swan’s office on Monday.
