The Standing Policy Committee on Property and Development has denied an appeal from A & S Construction.  

The city is ordering the builder to repair a number of problems with 56 units of a condo complex in Richmond West.

In many cases, requirements for insulation have not been met, material used to vent dryers is incorrect, and access doors to attics have not been weather stripped, documents say.

But A & S says it shouldn’t have to fix the alleged defects because of a multi-year inspection backlog at the city.

They say due to the passage of time, it's now impossible to tell if they are deficiencies or the result of normal wear and tear.

A & S says it’s examining its options going forward.
