Paula Havixbeck wants neighbourhoods to decide which roads should be repaired.

The mayoral candidate says her plan would see more public private partnerships done with consultation in the community.

To pay for the projects, businesses and homeowners in that area would pay more taxes through the local improvement process over 20 years, instead of the tax hikes being lost in general revenue or overall road renewal funds.

She says it takes the decision-making away from city council.

Havixbeck says 60 per cent of the neighbourhood would have to sign off on any project.
