Uncertainty over upgrades at Marion and Archibald could be delaying a major housing development nearby.
A delegation told a special meeting of the mayor's executive policy committee a development including 600 homes has been planned for the old Canada Packers site.
On Monday, area councillor Matt Allard chastised the mayor and EPC for cutting funding for the next phase of a project, which would see Marion widened and an underpass or overpass built so drivers can avoid trains.
Enterprises Riel said the housing development can't move ahead until those road improvements are finalized.
The Marion upgrades could still get done. It's one of six major projects on a list for federal funding. The mayor said the city can't afford to do all six projects, so council will have to pick and choose.
