Premier Greg Selinger is using his last state of the province address before the election as a campaign speech.

Selinger touted the billions of dollars in infrastructure spending for flooding and roads announced by his government.

He says all of that is at risk if the Tories or Liberals are elected.

"The opposition's plan doesn't cut it," said Selinger.

Selinger also told the business crowd at the convention centre that no government gets elected on what they did in the past.

The premier's popularity has plummeted after his government raised the PST after promising not to in 2011.
