The Manitoba government says it's too soon to say, yet, whether the Red River Floodway will operate this year.
The province says the Red River is slowly rising from Emerson downstream to Winnipeg, but that it remains within its banks along its entire length.
The province said yesterday that the Red's flow at Grand Forks, North Dakota, is expected to crest in the next 48 hours.
