The Oct. 14 deadline for garbage and recycling collection to be on schedule in Winnipeg has been bumped back while the contractor continues to work on the system, said city officials.

The city has now set the end of the week as the new target for collection to be back on track.

St. Vital resident, Jane Hill, said her yard waste was supposed to be picked up Friday. She called 311 and was then told it would be gone by the end of the weekend, which did not happen.

“I waited until Sunday night and Monday - this morning- it still wasn't picked up. I phoned (and) they said there were several streets in St. vital that had been missed,” she said.

While officials said most of the city is back on track, there are some areas still facing delays, such as in St. Vital and south of that neighbourhood, that have been missed over the last couple of weeks.

The city says the contractor Emterra has made mistakes and in some cases didn’t know its way around.

“The fact that the operator is not that familiar with the neighbourhood yet, comes down to a bit of street level supervision where the supervisor isn't making sure all the services are done,” said Darryl Drohomerski, manager of solid waste for the City of Winnipeg.

One city councillor wants more done.

Coun. Brian Mayes (St. Vital) said he's been flooded with various complaints since the new automated system began two weeks ago.

“South of the Perimeter seems to be a complete gong show,” said Mayes.

He wants a special meeting of the public works committee to get answers about the delays in garbage and recycling collection.

The city said Emterra is using a smaller contractor to help get leftover yard waste collected.

Some residents worry it could be too late for the paper collection bags already set out.

“Now, it’s raining and I’m concerned - are the bags going to get wet, start falling apart?” asked Kim Langeler, a St. Vital homeowner.

Jane Hill said she was told by 311 to buy a tarp and cover her paper bags, if she is concerned about them getting wet before they’re picked up. She turned down that suggestion.

City officials said they believe garbage and recycling will be on time Monday for areas affected. Yard waste collection, however, might not be fully collected until Tuesday, said the city.

The bags for yard waste have also been in short supply. As of 2 p.m. Monday afternoon, Rona on Kenaston and the Canadian Tire locations on Regent and St. James said they had some in stock. People are advised to call to check on availability, however. Other stores said they expect shipments to arrive later this week.
