It's still not clear what happened in the final moments before Haki Sefa died.

The 44-year old plumber and father of four died Sunday night, following an officer-involved shooting on Highway 59.

“It's a shock,” said Sefa’s stepmother Janice Sefa. “He has some depression and I guess trouble in his family."

His former sister-in-law and brother-in-law both say he was close with Breanna Kannick.

The 21-year-old died in August.

Kannick's mother said Sefa helped raise her and was having a hard time coping with her recent death.

"Haki took care of her since she was nine years old and raised her quite a few years," said Brian Whitebird, Kannick’s father and Sefa’s former brother-in-law.

A neighbour tells CTV News the Sefas are a fine family.

Now, investigators will look for answers and what led to the incident.

"We don't begin our investigations by looking at the end result,” said Independent Investigation Unit of Manitoba Civilian Director Zane Tessler. “We are looking to gather all the available information and evidence and facts and then review, analyze, and let it determine, and we determine, where that evidence takes us to.”

The IIU can't say how long it will take to complete their work. It just became operational this past June. This is the first time they're investigating an officer involved shooting in Manitoba.

"It's very bad. They're in shock. It's bad for my son. He’s not even in the country right now. The kids (are) close. They were close to each other,” said Janice Sefa.
