Winnipeg homeowners will have to pay a new fee for organic waste pickup if the city moves ahead with the program.

CTV has learned the plan calls for a new levy on water bills ranging from $55 to $100 a year.

This would be on top of the $56 for automated garbage collection already charged annually.

The fee range is based on three options: picking up vegetables, all food items or food and dog waste.

Transcona councillor Russ Wyatt says this is a new tax on homeowners. Mynarski's Ross Eadie says the fee should be based on home assessments not a flat rate.

Councillors were briefed about the new program at a closed door meeting. They say costs for a new facility to handle organic waste and a fleet of trucks to pick up the third curb cart were not made available.

Public consultation could begin as early as the end of the month, with the program implemented within three to five years if approved by city council.
