A spokeswoman for Transport Canada says they're working with industry to try and improve safety in the hot-air balloon industry.

A report by the Transportation Safety Board of Canada says a fiery balloon crash last year that injured two people could have been avoided.

It says there were high winds at the time of the crash in August 2007 and tougher federal regulations dictating when such aircraft can take off could have prevented the accident.

Investigators say requirements for a fuel shut-off device would have also averted disaster.

Maryse Durette, a spokeswoman for Transport Canada, says they've conducted a risk assessment of the incident and recommended actions that could be taken.

But she couldn't say what those measures were.
