The City of Winnipeg says it needs to expropriate land in order to build the Waverley-Taylor underpass.
A report says several parcels of land in and around the intersection are required.
They include portions of parking lots at the Reh-Fit Fitness Centre and market Piazza de Nardi.
It says the properties will need to be acquired this year so construction can begin in 2017.
The expropriation costs are not yet known. City council must approve the move.
