A Winnipeg city councillor wants top soil returned for free to owners of new homes.

Transcona Coun. Russ Wyatt says right now, the soil is dug up when a road or new house is constructed. He says builders either sell it back to the homeowner, or landscaping companies.

Wyatt wants the permit process changed that would mandate the developer return the soil or give a credit in lieu.

Wyatt’s motion passed its first hurdle. The Protection and Community Services Committee passed approved his proposal in a vote on Friday.

The proposal still needs final approval from full council.
