One man is dead and another in hospital following a double shooting at the Salisbury House near Pembina Highway and Stafford Street.
Police are asking for witnesses to contact them to aid in the investigation.
Sources suggest the shooting is tied to the drug trade.
Police said two men were shot in the upper body just after 3 a.m. Thursday at the restaurant in the 700 block of Pembina Highway.
Officers said Jeffrey Michael Lau, 23, was rushed to hospital in critical condition but died from injuries.
The second shooting victim was transported in unstable condition and later upgraded to stable, said police Friday.
Residents said they were unsettled by the shooting.
"It could have been anybody. It could have been my son. It could have been my brother," said Leanne Houston, who lives in the area.
Officers said the suspect fired multiple shots in the area, but police believe it was not a random attack.
“It appears to be that it was targeted. It was not random so for the concern for public safety - we do not have a concern for public safety,” said Sgt. Monica Stothers from Winnipeg police.
Sources said the shooting victims are believed to be cocaine distributors who had been supplying drugs for a mid-level trafficking ring, with the shooting thought to be sparked by turmoil in the city's competitive illicit drug market. Sources suggest the gunman is likely tied to a rival group.
Winnipeg police remained tight-lipped about any possible motive for the shooting.
"Investigators have collected information already - information I will not be discussing at this briefing," said Stothers Thursday.
Police cordoned off a nearby area at Hector and Stafford, where shell casings and a gun visible were visible at the scene.

Winnipeg police didn’t confirm specifics on Sept. 27 and said the investigation is ongoing.
Police said Thursday they have no suspects in custody.
Salisbury House officials also issued a statement Sept. 27.
"Salisbury House is deeply concerned by the events that transpired in the early-morning hours at our Pembina and Stafford location. We are extremely grateful that none of our employees or bystanders were harmed," said officials in the statement. "Our Pembina and Stafford location will remain closed until further notice while the police conduct their investigation into what appears to be a targeted incident."
CTV News is told police are reviewing surveillance footage from the restaurant.
Police said additional customers were present at the time of the incident and are asking them to contact investigators.
