The RCMP said Friday its investigation into the construction of the Winnipeg Police Service headquarters and Canada Post mail processing plant is nearing completion.

Investigators have interviewed more than 130 witnesses and executed at least 15 search warrants and production orders under the Criminal Code.

“These investigations are very complex in nature,” said RCMP spokesperson Tara Seel in an emailed statement. “The volume of evidence that has been collected in these investigations has impacted the time required to complete both investigations and disclose the evidence to the Public Prosecution Service.”

In December 2014 the Mounties raided the head office of Caspian Construction; the firm awarded the contract to oversee construction of the downtown police headquarters.

In court documents, the RCMP has alleged Caspian forged, inflated, and manipulated invoices for work on the police headquarters.

Another Caspian project, the Canada Post mail processing plant on Wellington Ave., is also part of the police probe.

The owner of Caspian Construction, Armik Babakhanians, couldn’t be immediately reached for comment on Friday.

No charges have been laid and none of the allegations have been proven in court.
