Health officials say Grace Hospital staff acted properly by sending two men home in cabs who died outside of their houses in frigid temperatures.
They say a review done did not identify any deficiencies in the medical assessments before the men were discharged from hospital.
Despite that the health authority says it wants to upgrade discharge policies.
A new taxi voucher with a set of instructions will be sent with cab drivers taking more vulnerable patients home.
In some cases cabbies will be permitted to assist people to their doors to make sure they get inside safely.
The WRHA says the taxi guidelines came about in collaboration with cab companies.
