CTV News has learned a man shot by police Friday afternoon has died.
Police earlier confirmed a man was shot during a large police presence near Lipsett Hall.
Around 12:30 p.m. police came into contact with a man driving a vehicle in the area of Grant Avenue and Kenaston Boulevard, Friday.
Police said that around 1:15 p.m. police drew their guns and a man was shot. The man received emergency first aid on scene and was then rushed to hospital. Police said his condition was unknown at that time.
Traffic was interrupted in the area of Grant Avenue and Kenaston Boulevard for quite some time.
Witnesses say they saw a white car driving through the grass at Lipsett Hall on the Kapayong Baracks.
Police chased the car and surrounded it in the green space just off the northwest corner of Kenaston Boulevard and Grant Avenue. More than a dozen police cars, as well as firefighters were on scene.
Witnesses said they saw the male driver of the white car get out and start pacing back and forth.
One witness says he saw puffs of smoke coming from police hiding behind vehicles.
Another witness says they saw an ambulance race away with someone inside.
Around 1:10 p.m. police tweeted they were engaged in an ongoing police investigation involving a vehicle and occupant in the area of Grant and Kenaston and to avoid the area if possible.
At a press conference Friday afternoon, Winnipeg Police Service Constable Jason Michalyshen said officers acted on information they received and had concerns with respect to the individual and vehicle, but couldn't provide specifics.
He said multiple officers were involved in the takedown but could not say how many shots were fired or if the suspect had a weapon.
"This is the worst case scenerio. No officer gets up in the morning and wants to be involved in such an event," said Michalyshen.
The Independent Investigation Unit of Manitoba has assumed responsibility of the investigation. The IIU investigates all serious incidents that involve police officers in Manitoba.
